Chapters 37-40 Summary

The phone lines from Borken's camp were finally rerouted to the command post a little after four in the morning. Around five, Webster and Mac wake Brogan and Milosevic and tell them to watch things for a while so they can sleep. Minutes later, Holly's fax comes in. A little over an hour later, Brogan wakes Johnson to take a call from Peterson. The military is sending a helicopter to search for the missing missile convoy. Johnson and Webster talk about it and decide there is nothing they can do to stop it. At the same time, Borken makes an example of the guard who let Reacher go and then orders Fowler to kill Reacher. A short time later, Borken sends off three faxes declaring independence.
