Chapter 31-32 Summary

Lucas is angry at the surveillance team for losing Vullion for two hours. They don't know if it is deliberate or not. If it was deliberate, what did he do during that time? Why did he buy the fishing lure? That night the surveillance tea has Vullion at home watching television when Lucas arrives.
