Chapter 15, Ratification Summary

At a press conference, Radaghaste Bellini asks Peter why he provokes India and the Islam nations within the Constitution. Peter insists they must make not only their intent clear but prove that they are able to back up what they say. Only nations who already provide human rights will be accepted into the FPE (Free People of the Earth). A map with a number of lights reveals which countries are in the FPE; lights continuously come on, showing another country is accepted into the FPE. FPE will vigorously protect its countries against interference in the plebiscite electoral process. Peter reminds people that the office of Hegemon was instituted when the world was threatened and he will resign when the threat of war is gone.

Peter and Bean squelch uprisings here and there and more countries join the FPE. Peter's parents visit him and are proud...
