Summary

Chapter 21 opens as Dr. Paul Russell is finishing his shift at Balboa Naval Medical Center in San Diego. When Russell gets into his car, Reece is waiting with a gun. Russell says a Department of Defense agent ordered him to clear Reece regardless of any medical problems Russell discovered. The agent, H. Joshua Holder, threatened to kill Russell's family unless he complied. Russell gives Reece the agent's business card. Reece has begun using an old phone he bought overseas. Using the secure communication app he arranged with Katie, he sends her Holder's name.

Chapter 22 takes place at the Bottlefish Restaurant in Brentwood, California. Agnon and Tedesco meet with Holder. Holder says it is impossible to kill Reece now without arousing suspicion.
