Sansone's team which is recovering the drugs and sending them up north is based in South Florida. The Coast Guard officers who are killed were based in Fort Lauderdale and this is where Bob and Lucas begin their investigation. They go to different parts of southern Florida to talk to drug dealers and people who can possibly identify the drug dealers. Bob dies in South Florida and Vigil and Rae work undercover here.

The setting shows how appearances can be deceiving. Southern Florida seems to be a relaxing place for retirees and vacationers while it a haven for drug smugglers and dealers
