Summary

Chapter 1 describes Biloxi, Mississippi in the 1920s with its reputation as the seafood capital of the world. Biloxi was also known for having liquor, even during prohibition. Soon illegal gambling and prostitution joined the list of blatant vices available in the city. There were crusaders who tried to clean up the coast, but they were thwarted by corrupt politicians and police officers who accepted bribes.

In the late 1950s, a group of outlaws known as the Dixie Mafia settled in Biloxi hoping to profit off the bad behavior there. This group was made up of men who preferred crime to honest work. They were generally not loyal to each other and had a penchant for violence that stunned even police officers. Most of the murders were never solved. There was only one rule: “Thou shalt not snitch to the cops” (6).
