Chapter 15: The New World Summary

Dillon is never found. Jackie takes a new job for a Pittsburgh newspaper as an editor. Hassel calls once a month with updates about Number Thirteen that has been spared in the flood. The governor finally approves a new bridge. Jackie knows that she can never return. Everything she knew and loved there is gone.
