Summary

Chapter 28, titled "A Stranger in the Mountains of Heaven," begins with Tom watching Valentine pretend to bless a little girl who had asked him for a blessing. Tom was feeling both frightened and thrilled by Valentine's courage to infiltrate the League. Tom continues to follow Valentine as he climbs upwards. Tom is torn between telling Hester that Valentine is here and betraying his city, or betraying Hester by not telling her. Slowly, he realizes that this city was beautiful and that London was no better than the pirate suburb. He begins to shout that Valentine is here but no one is able to understand the language he speaks. Valentine races off and Tom ends up following the wrong holy man.

Tom's first thought is to find Hester but instead he remembers Anna's League name so he begins to shout Feng Hua...
