Chapter 12 Summary

Mayor Teale is on his way to the station, Finlay tells Reacher. Describing his as a southern asshole, from a long line of them, he says someone from the Teale has been mayor from the beginning. Reacher wants to know if there is any way that Finlay will become the Chief now in Morrison's place, but he assures Jack that isn't going to happen. They go out for coffee at Reacher's request, and Finlay gives him some background as to how he came to be in the Margrave Police department. Satisfied with Finlay's assessment that he is merely a token black man in the department, Reacher tells him that he's wrong. He won't make Chief because he isn't a criminal. Finlay tells Reacher how he had arrived first on the scene at Morrison's, and Jack asks him to take him there and walk...
