Many Arabs did not believe that Osama bin Laden was responsible for the attacks against the United States on September 11, 2001. In part to convince them of bin Laden's responsibility, the British government released a document in October 2001—and updated it a month later—that summarized the evidence against bin Laden and his al-Qaeda network. Prime Minister Tony Blair told members of Parliament that the evidence was overwhelming and there was no doubt that bin Laden and al-Qaeda were responsible for the attacks.
