Summary

In Chapter 24, Mikami sat in his car. He feared that Criminal Investigations was preparing a secretive “counterstrike” from their side of the “Iron Curtain” (160). He also believed the Koda memo would reveal to him both what was going on with Amamiya and the trouble between Criminal Investigations and Administrative Affairs. Mikami assumed the memo was related to Kazuki Koda who worked on the Six Four Home Unit team. Mikami figured something must have happened between Koda and Amamiya and that the memo contained a description of the events.

Mikami thought back to the Six Four investigation, 14 years ago. He had not remembered any strange happenings at the Amamiya house, but he figured the members of the Home Unit (Urushibara, Koda, Kakinuma, and Hiyoshi) were those on whom he needed to focus his attention.
