Chapters 20 through 24 Summary

In chapter twenty, Kira is in a meeting with senators and other officials where she learns the attack on the city was focused on the building usually occupied by the senators. While they are discussing possible motives, one of the senators suggests the members of the Voice are trying to create enough unrest to create a situation in which they can take over the government. There is some discussion of killing the Partial and ending the research. Kira is called on for an update on her research and she reveals there is an inert version of the virus in the Partial's breath. With this piece of information, Kira is granted more time to do her research and she says she needs the blood of a newborn for the next phase of her research.
