Summary

In Chapter 11, the police clash with the crowd as the masked man sends the duplicating attacker. He splits into four and attacks the police who use electricity to turn the clones into ash. Fatma realizes it is an undead ghoul as the ash reattaches to the body and she rushes after the masked man with Hadia. Fatma says he is creating discord, but the man says the squalor that people live in has created its own chaos. He says he brings a test that will cleanse the city as Siti arrives. The man summons a sword and they fight. However, the man stabs Siti and calls back the clones to himself before promising to draw out the Ministry’s secrets. He summons an Ifrit and flies away.
