Chapter 25 Summary

He drives to the airport where he chooses a woman about to get on plane. When she isn't paying attention, the colonel steals her cell phone so that he can make the call he needs to make without it tracing back to him.

The captain explains that the new computer system allowed the Army to do analysis on their weapons. This is how they figured out where people were selling weapons, which is how they found Bob McGuire and arrested him. He also explains that their theory of a big fish might be correct because all of the sellers of the guns have exactly half of their profit missing. The captain arranges for Reacher and Harper to meet with McGuire, off the record, and without the video tapes rolling.
