Chapters 13 through 20 Summary

In chapter thirteen, Avery meets with a young woman who is an agent for the Authority. Her name is Della Lu. She has recently returned from Mongolia and is very smart in the ways of espionage and infiltration. Avery says that the Authority has allowed the Tinkers a great deal of room to do research and create products and that he can now see that it was a mistake. Avery says that denying people the "things they need" has forced them to find alternative ways to get those items. He tells Della that her main priority will be to find Paul Hoehler. Avery says that the Authority is planning action against lots of people in the coming weeks but that it will not amount to much without Paul's capture.
