In the following viewpoint, Anthony P. Carnevale asserts that job training programs are an effective means of reducing unemployment and increasing workers’ adaptability in a changing economy. Job training provides workers with the skills to advance out of low-wage jobs and encourages equal access to good jobs for all Americans, in Carnevale’s opinion.
