Many foreigners who legally enter the United States on temporary work, student, or tourist visas end up illegally staying past the expiration of their visas. To help prevent this, in 1996 Congress passed the Illegal Immigration Reform and Immigrant Responsibility Act. Section 110 of the law contained a provision that required the Immigration and Naturalization Service (INS) to implement a computerized tracking system of all foreigners who enter and leave the country.
