About the author: Bruce Yandle is an alumni professor at Clemson University’s Center for Policy & Legal Studies in Clemson, South Carolina, and a senior associate for the Political Economy Research Center, a Bozeman, Montana, organization that advocates free-market solutions to environmental problems.
