At a meeting in Lausanne, Switzerland, representatives of Germany, France, Belgium, Great Britain, and Italy sign a pact that will allow Germany to substitute a bond issue for its reparation debt from World War I. Because of opposition in the U. S. Congress, the agreement is not ratified, but Germany never resumes reparation payments.
