Chapter 15 Summary

Keyes and the Shriners find Wiley on a beach in Nassau. The first thing Wiley asks is where the Shriners got the neat hats. Then he tells Keyes his plan and why he is so devoted to making the tourists leave the southern Florida area. As they continue to talk they hear sirens in the distance and notice a large group of people surrounding something. Keyes watches as two men wearing fez hats are led away by police. It becomes clear that Wiley has paid the police to guard over his little group, and that the Shriners discovered Viceroy on the beach and tried to detain him. Wiley tells Keyes that the Shriners and their funny hats will be deported as undesirables.

Wiley gives him a clue as to the next.....
