Betrayal

There is a great deal of betrayal that takes place in Mockingjay. The first episode involves the incident at the very beginning of the book, when Katniss is betrayed and tricked into firing an arrow into the force field that surrounds District 12, resulting in mass destruction and the deaths of thousands of her people.

The depth and breadth of the betrayal becomes so vast that many people, particularly Katniss, do not know who to trust. At first Katniss trusts almost no one except for her mother, Prim, Gale, and Peeta. Katniss is reminded of important allies along the way, such as Finnick and Boggs. Katniss' relationship with Haymitch is confusing but in the end Katniss has no choice but to trust him. The same can be said of Plutarch.
