Part III, Chapters 19-22 Summary

Chapter 19: Boggs returns from a phone call with President Coin. Katniss has never seen him so angry - not even when Gale broke his nose. Boggs is outraged that Coin sent an unstable Peeta to the Capitol as part of his team. It is clear that the President is making another move to terminate Katniss' life. Boggs confirms what Katniss already knew:

"Here's as much as I know. The president doesn't like you. She never did. It was Peeta she wanted rescued from the arena, but no one else agreed." (Part III, chap. 19, p. 263)

Boggs puts a two person guard on Peeta and promises Katniss that he will keep Peeta contained.
