Chapter 21 and Epilogue Summary

In chapter 21, Roy learns Mullet Fingers' name is really Napoleon Bridger. The newspaper is filled with stories about the owls and the protest at the ceremony. Roy watches his mother clip the articles as he prepares to leave for school. When Roy slips out the front door, a reporter is waiting to talk to him. Roy's father takes him back inside to talk to him. Roy's father checked out the permit file from the building department and made a copy. Roy's father tells Roy to give the file to the reporter.
