Book Two, Chapter Twenty-three - Chapter Twenty-five Summary

In Chapter Twenty-three, Sybil and Levana are proud of their handing of the citizens, while Kai and Torin are disapproving. Levana is furious, as she points out she has seen a Lunar, which puts Kai in violation of the Interplanetary Agreement. Kai protests, and when he and Levana argue, Torin calms her, noting they will dispatch a party to locate the Lunar. Levana gives Kai a gift, claiming it is a cure for letumosis. She apologizes for it being too late for his father, but Kai is furious. Just then, Nainsi arrives, and Levana and Sybil are furious, demanding that the "monstrosity" be removed. Torin goes pale, and Kai leaves with Nainsi, angry. In the hall, Kai goes through his anger, but realizes he is still strong against Levana. He asks...
