Introduction Summary

In a Japanese naval shipyard during World War 2, Lieutenant Commander Ogawa waits in his submarine, I-403. It is nighttime, and he is waiting for a highly unusual meeting. Soon, a truck drives up, and a swarm of guards jump out, followed by two other men. One of the men is his boss, and he is introduced to the other man, Dr. Tanaka. Ogawa is ordered to take Dr. Tanaka and his cargo to the Northwest coast of America to attack them. After asking about the nature of the cargo, Ogawa is told that it is "Makaze," an evil wind.

Ogawa's submarine is a specially constructed vessel that can carry and launch a couple of airplanes, which Tanaka intends to use to deploy his cargo. The submarine makes the long journey through the ocean, underwater.....
