Summary

Section 2 begins with an Enforcement officer visiting Billie's farm. He is there to deliver a court order: Billie owes three million dollars in parking fines to the Central Power. Billie announces that she will not pay the fines, that each parking ticket was either cleared or unjustly administered, and the officer informs her that if she refuses to cooperate, the Central Power will seize her farm.

Manfred, Billie's boss, visits her late at night and confirms what she has suspected: the government is out to get her, and if she has any chance of safety, then she must travel to Planet Blue and start over. Billie resists this plan—she is attached to her farm, her dog, her life—but Manfred soon persuades her. Accompanied by Pink McMurphy, Spike the robot, and Handsome, the captain of the ship, Billie sets off to Planet...
