Chapters 15 and 16 Summary

Ebling Mis is a renowned scientist in a world that respects science. He's described as "The Scientist - with capital letters and no smile." Mis is working on Seldon's formula and, because of his standing, is allowed some liberties not granted others. Mis tells the mayor that he's come to understand something new about Seldon's Plan.

There's a Time Capsule that seems to be a small building or a room within a building from which the image of Hari Seldon has appeared each time the Foundation has faced a crisis. In two of those cases, Seldon appeared without an audience and the current storyline doesn't explain how anyone knows that Seldon actually appeared. Mis tells Indbur that he now knows the time of Seldon's next appearance - in four months. Indbur says that if Seldon is making an appearance that soon...
