Chapters 19 through 21 Summary

In chapter nineteen, as soon as Trey thinks about the fact that a cough would give his position away he feels the need to cough and has to fight it. He continues to listen. Krakenaur is furious that there's a prisoner in the basement and hundreds of "ragamuffins trampling my front yard," saying that's not something that should occur at Population Police headquarters. He also learns that the prisoner, who Trey assumes to be Mark, is to be "disposed of" in a few hours.
