Newton's third law is a culmination of the other laws. Without it the other two are undefined and incomplete. This law defines that all forces are balanced and that nothing can start spontaneously without some force acting upon it. The first law says basically, no force, no motion. The second has to do with mass and density issues. This law accomodates equilibrium and balance of forces (neutral).
