How does Madison reassure the people in Federalist #45?

In Federalist Paper 45, Madison seeks to reassure the people that a powerful general government will not threaten the remaining authority of the state governments and render them wholly subservient. In this, we see evidence of the suspicions aroused in the American people with the proposal of a national government.
