Who is President Hayes from Transfer of Power and what is their importance?

President Hayes is described as a morally upright man, who disapproves of soft money campaign donations. He is also suspicious of Vice President Baxter's loyalty. A strong judge of character, Hayes trusts all his advisors to do their jobs. That trust is what makes him such an effective leader.
