Why is Tamakazura to be under Genji's care, rather than To no Chujo?

Genji tells Tamakazura about the situation between To no Chujo and his daughter Kumoinokari. Tamakazura is astounded that he would send his daughter away to Omi. She becomes aware of how good Genji treats her and is very happy to be in his care.
