Why did the government shut down the countryside and quarantine its citizens in the novel, The Last Wild?

The government had shut down the countryside and rounded everyone up in quarantine in the big cities so they could stay away from the Red Eye Plague which has killed every animal on the planet besides the varmints, who were immune.
