What do Power Outages represnt

The power outage symbolizes the political unrest in the city, and the state’s desire to deprive the lower classes for their insurrection. While many of The Kingdom’s affluent residents ignore the unrest, it eventually gets to the point that they must flee the city and the building, however the lower classes cannot flee.
