Who is Horatius from The Early History of Rome: Books I-V and what is their importance?

Horatius is mentioned in Book 3, where he is described as one of the leaders who helped to ensure that public policies would be accurately described to the plebian peoples. This was done by announcing them at the Temple of Ceres. As a result, the plebians were protected from dishonesty and lack of care by the consuls.
