Chapter 14 is extremely short. Why did the author make that choice?

In Chapter 14, Matt makes a kind of confession... he admits how he had convinced Chris to look out the door when they heard an argument... of hearing the gunshot... of witnessing a murder. In my opinion, the author uses this chapter's length to create tension.
