Madame Bertha runs Keller's house in Fish Market Square. She never plays an important role in the plot, but Bertha is very important as one of those loyal to Mickle. When Cabarrus takes power, Bertha keeps Keller hidden and takes care of him in his bouts of sickness. Madam Bertha also helps raise the water rats, Weasel and Sparrow
