Peace and harmony are always under attack. London has found its own way of accepting others who are different. They have learned to have their own rules that allows the populace to develop more inventions for the good of mankind. When people don't have to fight, they can build. The scientists who have a name for being intelligent are the very ones to threaten the peace because they want to rule. Carriger points to the scientists who start out wanting to do good but often create destructive elements into the harmony of the world. Looking for something new often leads to destruction when there is no thought of the havoc it might cause.
