The name, Mrs. Starch, sums up the traits of Bunny Starch, the stern teacher in the story. In all likelihood, the author has given the character the last name "Starch" because it refers to the starch that stiffens fabric. Starched fabric has no flexibility; so, starched clothing is scratchy and uncomfortable. Similarly, Mrs. Starch does not bend rules, and her personality makes the students uncomfortable.
