Who is Eddie Beaver from Post Office and what is their importance?

Henry Chinaski is summoned to Eddie Beaver's office after taking 28 minutes to throw a 23-minute tray. "Skinny Beaver" explains the production schedule to Henry and notes his failure to meet the standard. Henry explains "fat" trays that some clerks grab and says he just takes what comes along. They are sticking letters, not trays. Beaver is angry by the time Henry signs to acknowledge he has been counseled and leaves.
