Who is Sam Baker from Legacies and what is their importance?

Sam Baker is a mercenary. Iswid Nahr hires Sam to keep Alicia out of her father's house and to follow her in hopes of keeping one step ahead of her in the courts. A bomb expert, Sam takes it upon himself to blow up Alicia's lawyer. Kemel is very upset by this and demands that Sam Baker no longer act on his own. Kemel, however, wants to get a permanent job with Iswid Nahr, so he agrees to follow orders. Baker quietly follows Alicia and provides security on the house as ordered. When several of Baker's men are later killed on the night that Jack and Alicia break into the house, Baker determines to kill Jack.
