Meaning of The Drugs

The drugs represent a lapse in judgment. Gamache is on suspension because he led a drug raid that resulted in injuries to several officers. A good deal of drugs capable of causing thousands of deaths was allowed to slip through into Canada as a result of the way Gamache handled the raid. Gamache recognizes his mistake and seeks to make things right by getting the drugs back before they are sold to users on the street.
