After Layla meets David for the second time, Jake tells her that he cannot protect her absolutely, but the Director has the power to make “extrajudicial transfers” that will take protestors to a “black-ops" site where they can be tortured and murdered (186). Layla does not adjust her behavior much, she still presses to publicize facts on the inside of the camp.
