How does David’s second visit come about, and what does it accomplish?

Jake arranges to get David into the camp through the garbage detail, and Jake takes Layla to the Mess when the garbage truck comes in, so she can meet him. When he comes, she delivers her note to him, and he says that he knows people who will publish it on the outside.
