Who is Tom Navidson from House of Leaves and what is their importance?

Tom is Will's twin brother, though, the two are decidedly different. Tom chooses to spend his life drinking and smoking pot, whereas, Will is a married family man, with a good job. These differences, however, make no difference when Tom asks Will for help.... when his brother asks, Will is there for him.
