What is happening in the opening scene of the novel, God’s Bits of Wood?

The novel begins with Niakoro thinking about the upcoming strike. She remembers how a previous strike killed her husband and many others. The past strike also caused one of her sons to go missing. Niakoro has a hard time weighing the pros and cons of a strike.
