What does Sam do when he observes the bridge repair work?

Sam goes to find Frightful and finds her in the eave of the bridge, where she and 426 have made a nest. Sam goes to Joe Cassini to inform him that there are endangered peregrine falcons nesting on the bridge but he does not get anywhere with Joe.
