How does Norman Boggs get the nickname Letch in the novel, Floaters?

Letch gets his nickname mostly because of his rodent-like, lecherous smile and tendency towards harassing his female coworkers. The fact his breath reeks of raw garlic only adds to the disgust others feel towards him.
