Why are puppets hung outside the homes of some of the townspeople in the collection, Deaf Republic?

The families of those who have had loved ones arrested hang puppets outside their homes. In the silence of curfew, all that can be heard is the tapping of the arms and legs of these puppets against the walls of the homes.
