Who is Davos from A Storm of Swords and what is their importance?

Davos from A Storm of Swords is the Hand of Stannis Baratheon, though he is a reluctant participator. He believes that he cannot be a good Hand because he cannot read or write. He enlists the help of Shireen (Stannis's daughter) to teach him to read. When he begins reading well, he reads a letter requesting more reinforcements at the wall because of the others and the wildings. Stannis mobilizes and gets to the wall just in time to help put down the wilding rebellion.
